  Prior to Katrina, the Tulane/Gravier neighborhood was “a predominately low-income area with majority of residents as renters of housing. It's a mixed neighborhood of residential and commercial zoning that includes manufacturing plants and other industrial complexes, many defunct, others still thriving. (GNOCDC 2005)”. It was a primarily African-American neighborhood of renters, with 56% of the residents living under the poverty line. The housing stock averaged between 80-100 years old, and many were in need of renovation. Hurricane Katrina’s effect on this working class neighborhood served to highlight and enhance many of the residents’ current struggles

  The neighborhood is currently a transient renters’ area, meaning that many residents are not expect to stay for long period of time. Neighborhood organizing in the past had suffered due to the lack of area ownership by the residents, and can be related to the lack of needed services in the area. Those factors, along with the pending LSU/VA Hospital project, have also allowed the housing stock to languish. 61% of the residents are estimated to have a high school education or under, and many are forced to work in the construction, hospitality or retail sales fields. The average household income is estimated around $17,500, and many residents are not able to make upward moves in quality living.

  The needs of the residents are many, including affordable quality housing, grocery stores, reopening closed schools, workforce development, educational opportunities, etc. PNOLA will serve as an information headquarters for the various resources concerning the needs of the neighborhood, while helping to advocate for education, public health, public safety and affordable housing within the neighborhood.
