Operation Phoenix Rising

PNOLA's mission is to enable self-reliant, sustainable and equitable
neighborhood recovery for the vulnerable communities in the urban core of New Orleans damaged by Hurricane Katrina.

The campaign will support 5 ongoing programs:

Case Management

  • Access funds for people that are trying hard to recover
  • Referal/Consult center for people across the city
  • Assist people in developing a roadmap to recover
  • Neighborhood response, for services or assistance
  • Key Projects: GNODRP roundtable, CARE partnership, HDOD Relocation Assistance, 211 and Referal Service

Construction Management

  • Protect against contractor fraud, a sad problem occuring to innocent hurricane victims across the city.
  • Organize rebuild roadmap to save time and money
  • Allow people to concentrate on their family/economic recovery rather then fighting challenges of rebuilding.
  • Assuring the quality of work, to preserve New Orleans history, code enforcement
  • Key Projects: 18 previously frauded or at-risk families needing help.

Direct Home Rebuilds

  • Skilled and unskilled volunteers managed by our program foreman to directly rebuild homes for people with desperately low budgets and pressing need to move home.
  • Work in concert with utility subcontractors, directly managed materials and labor.
  • Framing, sheetrock, insulation, roofing, siding, window/doors, trim work: Safe, secure, functional housing for people in need.
  • Key Projects: SAFER partnership home rebuilds, United Way /Americorps Grants home rebuilds, State Historic Rebuild Program home rebuilds, Road Home rebuilds.

Community Development Council

  • Establish equity or economic ownership for the people in the community in order to reduce the need for government assistance
  • Guard against negative effects of gentrification.
  • Coordinate developers, businesses, institutions, and city officials with impact in our community area.
  • Support new innovation and risk takers in the recovery area.
  • Combine planning and development across projects to improve the flow of urban economic, social, cultural and recreational life.
  • Work with our partners to help create better industries and jobs while improving individual workforce skills and earning potential.
  • Key Projects: GNOBEDD bioscience development, New City Partnership, Broad St Community Market, Regional Community Theatre, LMC Community Corporation, Affordable and Market Rate Rental Housing Development.

Community Organizing

  • Help create a Relocation Plan, Demolition Protocol and Community Benefits Agreement for the Hospital development/buy-out.
  • Help support the formation of a open membership neighborhood organization to foster long-term care of the area.
  • Rotate leadership and decision making among diverse classes of people. Establish a strong connection among blocks and streets, families and friends.
  • Respect differences in people, culture and behaviors but act together for many common goods.
  • Key Projects: LSU/VA Hospital Displaced Residents and Business Support group, HDOD Relocation Assistance, Oral History Project, LMC Neighborhood Association, Community Market.
